 I have some very basic questions about a Raag and its rendition. 

Is the sequence of the notes important while playing or reciting the rag? For instance I understand that the aroha and avroha have a fixed sequence, but then how are the notes of say a sthai or antara decided? Is there any rule that govern this, or is it more of a musicians choice but limited to the defined notes of a raag?

That depends on the dominant swara.

There are two main reasons why note-taking is important: When you are reading or listening, taking notes helps you concentrate. In order to take notes - to write something sensible - you must understand the text. As listening and reading are interactive tasks, taking notes help you make sense of the text.
